Dr. Akim Okuni (PhD)

Chairperson

He is a trained British educationist and development expert. Has served in different institutions including International Trade and Development, Uganda, Education Specialist at The World Bank and the Uganda Participatory Poverty Alleviation Programme. He is also a researcher with Center for Basic Research.

Dr. Joyce Nalugya

Vice Chairperson

Dr. Joyce one the founder members of SignHealth Uganda. She is a psychiatrist by profession and a mother of a Deaf child. She works with the Ministry of Health as a consultant psychiatrist based at the national referral hospital and a lecturer at Makerere University.

She is a passionate advocate of parents of Deaf children in Uganda under their national umbrella National Association of Parents of Deaf Children (NAPADEC) which she is head and Chairperson. 

Mr. Omachi Pascal

Member

Pascal is a Chartered accountant and has just retired from the Ministry of Justice and Constitutional Affairs as a principal accountant. He is a proud parent of a deaf child, farmer, a motivational Rotarian and philanthropist.

Professor Musisi Sseggane

Member

Prof. Musisi is a Canadian trained psychiatrist and the head of psychiatry department, school of medical sciences at Makerere University. He is a senior consultant at Mulago hospital as well as board member on various health institutions both in and outside Uganda. He has been a recipient of various academic awards on research.

Dr. Edward Turitwenka

Member

Dr. Turitwenka is a consultant audiologist and head of the ENT department at Mulago Hospital. Among others was trained in Manchester and other elite institutions and a former medical superintendent at Kisiizi Hospital. He is a well-known ENT consultant and expert on issues related deafness in the country.

Mr. Samson Masiga

Member

Mr. Masiga works with the Ministry of Gender Labour and social development as the Principal Community-Based Rehabilitation Officer. He is the reference point on government policies and development programmes on disability for over a decade. Samson has a visual impairment.

Mr. Muwawu James

Member

James is an advocate at Law and commissioner of Oaths. He is also a lecturer on constitutional law and jurisprudence at the Law Development Centre, Makerere University.

Mr. Joseph Walugembe

Member (Treasurer)

Mr. Joseph Walugembe is a disability Advisor at Stromme Foundation and the former Country Director at Action on Disability and Development (ADD). He has been a Board member at SignHealth Uganda since its inception and has served in different capacities.

Mr. Walugembe who is a disability expert and consultant on disability issues in the country holds a postgraduate in Social Sector Planning and is also a trained educationist and development consultant. He has a visual impairment.

Highlights On Interventions

  • Study on services for Deaf people in Uganda and UK 2010
  • Establishing and supporting the maiden ECD/ preschool programme for Deaf Children in Uganda covering 10 Schools in Collaborating with other ECD centres.
  • Implementing an inclusive education programme for children with over 1200 children with hearing impairment reached in southern Uganda.
  • Supporting the establishment of Parents groups at national and district level in over 15 districts.
  • Initiating a deaf youth empowerment programme with support from Deaf Child Worldwide.
  • Deaf awareness and communication training for 450 Health workers at in 3 regions.
  • Initiating a stakeholders forum on Deafness with the National Deaf Association (UNAD).
  • Developing the Deaf Peoples Health and Education Rights Projects in Central West Nile regions reaching over 15,000 deaf Children and Young people and their families.
  • Information sharing and representing the local civil society in key international fora (Volunteering and Development , Africa Contact Group on Mental Health , Deafness and the London conference &
    network on disability &Deafness).
  • Coordinating the sign2sign Guinness World Record event with over 30 schools.
  • Developing the interactive communication board enabling Sign language development meetings and points for families & Deaf young people.
